Pending the adoption of the Unification Scheme

by the Colonial Empire generally it does not seem practicable to go further with these proposals for divided liability but

no reason is seen why when the time comes this colony should

not accept its share of the liability.

15.

As to (g) the principles laid down in the Scheme have been accepted in the case of two recent transfers, which will form precedents for future cases but it is not considered necessary at present to frame specific rules on the subject.

16. I trust that the foregoing explanations will be found satisfactory and that the new Rules will meet with your approval.

I have the honour to be,

sir,

Your most obedient, humble servant,

tod. Sout horn.

Officer Administering the Govemment.
